TATSFIELD PARISH COUNCIL - OCTOBER MEETING


The Parish Council met at the usual time of 8pm on Monday 14 October. Before going into formal session, it was agreed to allow time for informal discussion with a large group of residents who were concerned regarding proposals from
Orange to place microcell masts in the village. Their comments and objections were taken note of and then discussed during the formal meeting.

Ian Mitchell reported that Orange wished to identify three Microcell telecommunication sites in the Tatsfield area in order to improve reception. Orange was carrying out a voluntary consultation excercise and had provided details of the proposed sites in Ship Hill, Crossways and Old Lane. Details had been sent by Orange to local residents. It appeared that some of the information required amendment and the details would be re-issued. Ian Mitchell explained in detail the possible grounds for objection. General discussion took place in view of the considerable public concern at the proposals as evidenced by the large number of residents attending the meeting. It was agreed (1) that all residents who opposed the proposals should be encouraged to write to Orange to voice their views (2) that the Clerk should endeavour to ascertain the attitude of Surrey C.C. to the location of these aerials on roadside verges, and (3) that consideration should be given to calling a public meeting. This was subsequently arranged for 8pm on Monday 28 October in the Village Hall when it was hoped that representatives of Orange would be able to attend and respond accordingly.

Planning: The Parish Council considered the following applications on which it had been consulted by Tandridge District Council and agreed to submit the following responses for consideration when the District Council made its decisions:

26 Shipfield Close: Demolition of existing porch and erection of new porch with pitched roof. Recommendation: No objection.

4/5 Grove Road: Erection of rear conservatory and first floor rear extension to No 4; erection of single storey extension, front ground floor bay window and extension of roof to form gable end to No 5. Recommendation: No objection unless further details showed considerable variation.

Mayfield, Ricketts Hill Road: Erection of single storey infill extension between existing garage and lodge. Recommendation: Objection to be made based on same grounds as those in previous objection for similar infill extension.


Proactive Planning Enforcement: The Clerk drew attention to the letter from Tandridge D.C. on this matter, copies of which had been circulated. Views were required by 15 November as to whether the Parish Council would be willing to consider contributing to the total annual cost of £35,000 of employing a Planning Enforcement Officer. It was estimated that the cost to each Parish Council would be less than £2,000 per annum if all 19 Parish Councils were prepared to contribute. The matter was on the agenda at the coming East Surrey Parishes Liaison Group meeting. Discussion took place during which differing views were expressed as to the efficiency of the present regime of enforcement and as to the cost of the proposed additional enforcement officer. The prevailing opinion of members was, in principle, in favour of the proposal.

Audit: The Chairman reported that Ian Mitchell and himself, along with the Clerk, had met David Sinclair to discuss his offer to act as the independent internal auditor. Mr Sinclair was a qualified chartered accountant who lived in Tatsfield and had a practice in Bromley. He was willing to carry out his duties without charge. The Chairman and Ian Mitchell had therefore agreed that David Sinclair be appointed as the internal auditor. It was agreed that this action be ratified.

Old Lane: Bob David declared an interest in this matter as the owner of a property in Ninehams Road that would benefit from any improvement in the drainage in Old Lane. He said he would be attending a meeting on 16 October to support Councillor Harry Pettifor's efforts to secure financial funding for some of the work. He was also continuing to press Surrey Highways to do some work.

Pond: Wendy Maddison reported that Aquajoy had carried out its first maintenance visit. A large quantity of weed had been removed and Aquajoy considered that it would be necessary to pay a second visit to remove even more. It would then be left until the spring.

Parish Appraisal
: Gerald South, as chairman of the Steering Committee, reported that the questionnaire had now been delivered to all households in the Parish ahead of schedule. This was thanks to considerable effort on the part of a large number of people. He asked for permission to exhibit posters on Westmore Green reminding residents of the need to complete the questionnaire and this was readily granted. A computer would shortly be installed in the Parish Room to facilitate the input of data.

Tatsfield/Vern d'Anjou Association: The Chairman reported on the successful visit to Vern d'Anjou and said that the presentation had been warmly received - (Click ‘Our French Twin’ tab to see pictures).


Village Hall Building Project Committee: Ian Mitchell reported that the work to the Green Room would be completed at the end of the week. The architect recommended that the floor should be fitted with hessian carpet tiles. The project would then be complete apart from one or two minor items that required attention.
